Negotiating with Goliath: A framework by which organisations can apply IT estate data to their procurement vision and strategy.

Steve Ballmer used to refer to negotiating with IBM as "riding the bear" - I think we can all relate! Especially, the Irish Government.....

In August 2026, Ireland's Office of Government Procurement quietly cancelled a Microsoft licensing framework worth up to €1 billion, the arrangement through which nearly the entire Irish state renews its software licenses.

The stated reason was a single line: concerns raised by an unnamed interested party. The real story sits underneath that line.

The replacement framework had been priced at up to €1 billion, against a previous ceiling of €350 million, a near tripling in a single renewal cycle for the same customer and the same supplier.

What this paper will do:

This paper uses that decision as the starting point for a wider argument. Vendor lock-in is not a technical condition that happens to an organisation. It is a governance failure, built up over years of renewals signed without the leverage to challenge them. Ireland could force that leverage into the open because it has a parliament willing to ask uncomfortable
questions in public. Most organisations do not have that luxury. They have to build the equivalent leverage themselves, deliberately, long before a renewal letter lands.

The second half of this paper sets out how.
